Natural Resources Wales is consulting on changes to its charges from 1 April 2016.
The regulator is maintaining charges for 2016-17 at 2015-16 levels, and intends to deliver enough efficiency savings to absorb inflationary and other cost pressures.
However, it is proposing some technical changes to its charges and fees. These include introducing a "second-tier" multiplier for poor performing waste sites covered by the environmental permitting charging scheme. It will apply to sites in compliance bands D, E and F for the previous two years. The multiplier of a site in the lowest band F for two full years, for example, would rise from 300% to 500%.
NRW said the rise would pay for the additional regulatory effort undertaken at poor performing sites. The NRW is also planning to introduce a tiered scheme of application charges for bespoke flood risk activity permits and to charge for some of its development planning services. The consultation closes on 26 November.
